BitTorrent Throttling ISPs Exposed by Azureus

A few months ago Azureus petitioned the FCC, which led to a FCC Hearing in February. One of the complaints from the commission was that there is little data available on the scope of BitTorrent throttling, a gap Azureus now tries to fill by collecting data on the prevalence of TCP-resets among ISPs worldwide. So, sometime last month a plugin was put up for download which allowed you to tell the good from the bad ISPs. Which is just so metal!!! lol, so umm yea to see the report click the link below.

I don’t think this report is accurate. The add-on from Azureus just communicate between the client and the tracker, but does not know if the tcp-reset was perform. On a busy network, packet lost or packet dropped is count as tcp-reset on this add-on.
To be more transparent, Azureus should expose the method on how they discover the tcp-reset.
